Philippe BORDENAVE
Ancien élève de l’École Polytechnique et de l’ENA, Philippe Bordenave, après un début de carrière au
Ministère des Finances, entre à la BNP en 1985, où il joue un rôle actif dans le développement des activités
de marchés, notamment sur les produits dérivés.
En 1998, il est nommé Directeur Financier du groupe BNP, puis Directeur Financier du groupe BNP Paribas
en 2000. En 2008, il devient Directeur Général adjoint.
Depuis le 1er décembre 2011, Philippe Bordenave est Directeur général délégué en charge des Finances, du
Conseil stratégique, du Développement, de l’ALM-Trésorerie et de l’ensemble ITP (Informatique-
Technologie-Processus).

Mr Coen is the Deputy Secretary General of the Basel Committee on Banking Supervision, the international
group of central bankers and banking supervisors responsible for setting global banking standards.
He manages the daily activities and workstreams of the Basel Committee and its Secretariat. The specific
focus of his responsibilities relates to the Basel Committee’s response to the financial crisis, including the
coordination of the Committee’s various Basel III initiatives.
Bill joined the Basel Committee’s Secretariat in 1999 when he was part of the core team responsible for
developing the Basel II framework. Prior to joining the Secretariat, he worked for the Board of Governors of
the Federal Reserve System in Washington DC. He had a variety of responsibilities during his career at the
Federal Reserve, including banking policy, supervision and licensing. Before joining the Federal Reserve, he
was a bank examiner for the US Office of the Comptroller of the Currency. Bill began his career as a credit
officer of a New York City-based bank where he served as an Assistant Vice President responsible for
consumer credit and retail mortgage lending.
Bill is a native of New York City and received his Master of Business Administration degree from Fordham
University (1991) and Bachelor of Science degree from Manhattan College (1984). He resides in Basel with
his wife and three daughters.
Bernard DELPIT
Chief Financial Officer.
Member of Crédit Agricole S.A.group’s Executive Committee.
Bernard Delpit joined Crédit Agricole S.A. on 29 August 2011 as Chief Financial Officer, reporting to Michel
Mathieu, Deputy Chief Executive Officer of Crédit Agricole S.A. Head of Group Central Functions, Insurance
and Asset Management.
Bernard Delpit began his career in 1990 with the French Treasury. Until 2000, he held a variety of positions
within the Ministry of the Economy and Finance. In 2000, he moved to the PSA Peugeot Citroën Group,
where from 2001 he was deputy CEO of Dong Feng Peugeot Citroën Automobiles (China), before being
appointed head of Budget Control at the PSA Peugeot Citroën Group in 2004. Mr Delpit joined the cabinet
of the French President in May 2007 as economic advisor. In June 2009, he was appointed deputy CEO and
CFO of the La Poste group.
Born in 1964, Bernard Delpit holds a degree in law and is a graduate of the Institut d’Etudes Politiques in
Paris. He also studied at the Ecole Nationale d’Administration.
Philippe RICHARD
Philippe Richard is currently Director of the International Affairs Department at the French Autorité de
Contrôle Prudentiel (ACP). His Directorate covers all matters related to prudential and accounting
regulations in the banking and insurance sectors.
Philippe Richard was Secretary general of the International Organization of Securities Commissions (IOSCO)
for 6 years (2001-2007). His three years mandate was renewed by IOSCO in February 2004 and his second
mandate was completed at the end of 2007. During his tenure he was, among other things, involved in the
Multilateral MoU developments and in the IOSCO Principles update and implementation.
Until September 2001 Mr. Richard was Deputy Director of the Credit Institutions and Investment Firms
Committee, which was in France the institutional body in charge of granting all licenses and authorizations
to banking and investment firms, in close coordination with the AMF (Securities Markets Authority).
From 1993 to 1997 he was personal assistant to Jacques de Larosière, European Bank for Reconstruction
and Development (EBRD)’s President and then senior banker in the Financial Institutions department of the
Bank.
He worked previously on accounting regulations and financial and banking supervision at the French
Banking Commission and was the representative of Banque de France in New York (1992-1993).
He graduated from the Ecole des Hautes Etudes Commerciales (EDHEC) and Institut d’Etudes Politiques in
Paris. He holds a Diplôme d’Etudes Approfondies in International Economics from PARIS IX University
(Dauphine).
Philippe Richard was before joining ACP a member of the Advisory Board of the United Arab Emirates
Securities and Commodities Authority.
