Philippe RICHARD
Philippe Richard is currently Director of the International Affairs Department at the French Autorité de
Contrôle Prudentiel (ACP). His Directorate covers all matters related to prudential and accounting
regulations in the banking and insurance sectors.
Philippe Richard was Secretary general of the International Organization of Securities Commissions (IOSCO)
for 6 years (2001-2007). His three years mandate was renewed by IOSCO in February 2004 and his second
mandate was completed at the end of 2007. During his tenure he was, among other things, involved in the
Multilateral MoU developments and in the IOSCO Principles update and implementation.
Until September 2001 Mr. Richard was Deputy Director of the Credit Institutions and Investment Firms
Committee, which was in France the institutional body in charge of granting all licenses and authorizations
to banking and investment firms, in close coordination with the AMF (Securities Markets Authority).
From 1993 to 1997 he was personal assistant to Jacques de Larosière, European Bank for Reconstruction
and Development (EBRD)’s President and then senior banker in the Financial Institutions department of the
Bank.
He worked previously on accounting regulations and financial and banking supervision at the French
Banking Commission and was the representative of Banque de France in New York (1992-1993).
He graduated from the Ecole des Hautes Etudes Commerciales (EDHEC) and Institut d’Etudes Politiques in
Paris. He holds a Diplôme d’Etudes Approfondies in International Economics from PARIS IX University
(Dauphine).
Philippe Richard was before joining ACP a member of the Advisory Board of the United Arab Emirates
Securities and Commodities Authority.
