He was sent to.the ' Auslendsabteilung des Amtes Auslandsnachrichten und Abwehr merely as liaison officer. It should. also
be toted that Subject is a merchant by profession and that his
Opinions and ideas wereinfluenced by an economic, rather than
by a

II. CARZEit

abjectwas a career officer in l 'orld War I and rose from
'his initial rank of lieutenant to cap tain during the war. After
his discharge he became an export merchant and opened :his own .
business in Berlin. in 1922, 1Te expo/Ied mainly aeronautical
equipment to all p arts of the world until 1931, when the denTession
forced him into bahruptcy. Being. a p ersonal friend of King
Carol II of Rumania and a shrewd businessman, Source used his
connection to become, once again; economically independent. In
1937 he estAalished the "Sled Qst,HandelSgesellschaft von Raisin
Co.", which is still in existence.

On 31 August 1939, Source was ordered to report to the Wehr,
wirtschaftsstab of the OKI' for service, keeping his World 'War I
raAk of Rittmeister. The Wehrwirtschaftsstab sent his to the
AuSlandsabteilung des Amtes fuer Auslandsnachrichten undAbwehr
as liaison officer. Early in 1 0.40, because of difficulty with
the foreign office and his commanding officer, Source aP plied for
distharge in order to return to his export businesS. Beceuse of
this application aud the fricAdn with his sup eriors, he was disCharged on 20 April 1940, After returuing to his business, he
made trips to Hungary, Rumania and Spain. Through his connection
with notables of Narious:countries he was able to obtain pasa6orts
and travel' permits without difficulty. From the date of his

discharge he never again entered any branch of military service.
III. THE AVSLAYNABTEILTAG DES A:_TES FUER AUSLA:DSYACHRICFTEY UND ABWEHR
A.. ?Unction.
• The main tasks of the Auslandsabteilung des Amtes fixer AuslandenaOhrichten und Abwehr were to collect, evaluate, and use
political and military information of the whole world. The results,
in briefand Concise form, were sent to Admiral CAYARIS, chief of
the Abwehr, who., in turn; forwarded them to Feldmarschall KE/TEL,
commander in chief of the OKV.

The information material consisted in total of press releases
reeio reports from Germany's allies, the neutral coUntries, and
enemy countries. The most valuable material, was derived from
intercepted telegrams from enemy or neutral sources. The telegrams
were deci phered in a special department of the Auslandsabteilung,
which was "Off Limits" to all unauthorized personnel. The deciphered telegrams and radiograms / , ere classified "Top Secret" and went
directly to the chief of the Auslandsebteilung. In a0dition, the
department also received numerous reports of P. volitical and
military nature from reliable informants in foreign countries.
As far RS Source knows, the dep artment did not hrve its own agents
in foreign countries.

Organization
The Auslandsabteilung,- headed by Kapitaan , zur Set later
Aemiral) BUERITER, consisted of' five groups:

Group III : Ground warfare section
Group TV : Sea warfare section
Group V
: International laws section
Each of these group s was headed by a section chief and his
staff. These section chiefs had a drily briefing with the Abteilungschef. The political section gave a briefing on the
political situation to all officers of the Abteilung from time
to time.
The Auslandsalteilung, although under the same departmental
chief as the three Abwehr Abteilungen, was totally different in
its organization an functions.

Value
Having been iA contact either ,'.irectly or in(Arectly with
most of the officers of the Auslandsabteilung, Source believes
that the de p artment was grossly ineffective. The officers, often
reserve officers who had returned to the argv because they had
been unsuccessful in civilien life, were for the most tart to
old end inemoerienced in their particular jobs. Cooperation
between the foreign office and the depPrtment was extreinel r poor..
The reports from foreign countries, often not the actual facts,
but rather the opinions of certain informants or V-Leute, arrived
at s irregular• intervals and usually very late. Nevertheless, it
was necessary that the OKW receive direct informntion on foreign
politics, without being- depervient upon the foreign office: (It
must be mentioned that above statements do not necessarily represent true facts, but rather the opinion of Source. See also

A. Description
The Sonderstab H.,K. was a s p ecial department organized to
procure all materials essential to both the .xis and the Allied
powers, by breaking the blockade and buying these materials from
foreign markets. In order to keen essential materials from the
Allies,Gernany would often buy such materials without intending
to use or even to transport them to Germany. The de partment was
headed by Admiral GROSS, who was directly resp onsible only to the
the, OKW.
In order to be able to buy,nateriala on foreign markets, the
department had to procure foreign currencies. Therefore, representatives were sent out to make connections with bankers and big
businessmen in foreign countries. In charge of the procurement of
foreign currencies was Oberstleutnant KAYSER, who, in the course
of his acitivites, became connected with a number of disreputable
characters. His methods were so effective, however, that he was
able to carry out all orders from above. In 1943 he' was suddenly
Arrested for reasons 'unknown to Source, tried by a court martial,
degraded, and sentenced to jailKAYMR;ne+d in his employ a merchant by the name of von
HINTZENSTEW, who resided in Italy. This man was arrested and
sentenced to jail in Sp ain in 1943 because of illegal transactions in foreign currencies.The department alai had -a representative in Paris, an Oberstleutnant Geheimrat TOODEYSTEr:„ who lived in the Hotel Claridge;
but, as far as Source knows, he was never actively connected with
any transaction or mission.
Source was neveredirectly connected With the Sonderstab HWK,
but through Obstlte KAYSER, whom he had kfloWn in the WehrwirtSchaftsstab and whom he visited frequently until his arrest in
1943, he learned much about the department.
The Sonderstab HWX, though a small organization, was extremely
effective and was credited with keeping German economically 'fstable"
until 1943,
