The Lima Climate Conference is taking place at what we all feel is a pivotal moment for the
planet. It is the culmination of several months of mobilisation on an unprecedented scale by
governments and civil society. It ushers in a year that should lead us towards the adoption of
a universal and binding agreement on the climate in Paris in December 2015.
France intends to act as a driving force behind this movement and has the skills and assets
required to do so. The Energy Transition for Green Growth Act (Loi relative à la transition
énergétique pour la croissance verte) gives it the means to become a leading power in the
environmental field.
For the first time, the conditions are all in place to design a society that reconciles human
activities, the riches of nature, social progress and climate justice.
All over the world, citizens are ready to act. They are aware of the exorbitant cost of climate
inaction and want to stop suffering the consequences of a model that has run out of steam.
This 20th Conference of the Parties must be an opportunity to involve each and every
stakeholder and bring together governments, associations, companies and regions with a
view to taking action in favour of the climate.
