Election of Vice-Presidents
1. The Vice-Presidents shall then be
elected on a single ballot paper. Those who
on the first ballot, up to the number of 14,
secure an absolute majority of the votes
cast shall be declared elected in order of
the number of votes obtained. If the
number of candidates elected is less than
the number of seats to be filled, a second
ballot shall be held under the same
conditions to fill the remaining seats. If a
third ballot should prove necessary,
candidates are elected by relative majority
for the seats still to be filled. In the event of
a tie, the oldest candidates are declared
elected.

Justification
La répartition des fonctions au sein de l'institution parlementaire européenne est
normalement réalisée selon la formule d'Hondt, qui garantit la juste représentation de
l'ensemble des groupes politiques constitués. Jusqu'ici objet d'un Gentlemen Agreement entre
les groupes, l'application de la formule d'Hondt ne peut pas, sans violer le principe
démocratique, être décidée à géométrie variable: aucun groupe parlementaire régulièrement
constitué ne saurait en être exclu. Il est donc proposé de régulariser et systématiser le recours
au système d'Hondt pour la désignation des vice-présidents du Parlement, des bureaux des
commissions et des délégations.
