Project development objective
The objective of the Project is to increase the efficiency and reliability of electricity supply. This
objective will be achieved through:
 Strengthening of the transmission and distribution infrastructure and supporting reductions in
overall technical losses.
 Support to DSM programs to reduce electricity demand growth.
 Promotion of wind generation.
 Assistance to ONE to adjust to a new market environment.
Project description
The Project will consist of the following main components:
(a) Reinforcement of the electricity transmission network to reduce bottlenecks and improve
system’s reliability;
(b) Strengthening of the distribution system through the addition of substations;
(c) Promotion of CFLs as part of ONE’s DSM program;
(d) Equipment in hardware and software of a trading desk;
(e) Creation of a database of certified wind data;
(f) Technical assistance

Except as the Bank shall otherwise agree, the Borrower shall take, in consultation with the

Guarantor, all actions necessary to ensure that its Cumulative Debt to equity ratio shall be lower
than 5 by closing of fiscal year 2010, and lower than 4.5 by closing of following fiscal years.
This ratio is calculated as the sum of Long-term borrowings (Dettes de financement) and Short-
term borrowings (Dettes du Passif Circulant) divided by total Equity (Capitaux Propres &
Assimilés).
Others
 ONE to prepare a project report semi-annually for every year during project implementation,
presenting progress on the project, monitoring and evaluation indicators and financial
situation, as well as projections of the same.
