The complexity of crisis manage-
ment operations requires that the
civil and military personnel of
Union member countries receive
common training as far as possible, carried out in
accordance with European intervention criteria. Many
initiatives are currently being launched in these areas
and will need to be carried through over the coming
fifteen years in order to create as many common train-
ing programmes as possible. Initial and continuous
training, as well as general and specialised
training, will increasingly be planned with this in
view.
The international seminar on the EU
Common Security and Defence Policy orga-
nized by the French Air Force Academy, in
partnership with the Fondation pour la Recher-
cheStratégique, and under the patronage of the
European Commission Representation in
France, is perfectly in line with the expecta-
tion expressed within The French White Paper on
Defense and National Security, published in the
Summer of 2008. Beyond the political will of
France, expressed from the very beginning, to
promote this original structure that is the
European Union, the need for all Defence
personnel in the member countries to know
its basics, originates in a reality that we cannot
ignore. Saying that our international environ-
ment suffered major changes in the early ‘90s
and that 9/11 had a huge impact on the
world’s security may sound like a truism to-
day. Nevertheless it is essential to remind that
within this changing context the European
Union has always shown an indisputable
ability to adapt itself. Thus, the Common
Foreign and Security Policy initiated by the
Maastricht Treaty, proved to be a major
progress for the European as well as for the
international security.
In order to understand the European Union
and its security and defence policy one needs to
know its history, the great ideas it is based upon
and be able to emphasize, with no taboos its
flaws and weaknesses. One also needs to be able
to anticipate the Union’s future and to compre-
hend in a very precise way its security and de-
fence constituent. This is the ambitious goal of
the seminar that you are going to take part in.
Mainly intended for the European Union’s
young servicemen, but also opened to a wide
audience, the international seminar on the Secu-
rity and Common Defence Policy of the Euro-
pean Union intends to give us the essential keys
we need in order to understand the EU’s past so
we can build its future.
Through conferences given by renowned
civil and military experts on European issues,
and through panels bringing together scholars,
practitioners, French and foreign senior civil and
military officials, the Air Force Academy wishes
to give you some high quality information and
comprehension tools, as well as a unique oppor-
tunity to make fascinating and fruitful ex-
changes.
Having these purposes in mind, I hope you
will have a pleasant stay here with us and wish
this seminar may help us all step forward on the
path of those who, more than 50 years ago, have
created this wonderful project that is the Euro-
pean Union.
