Introduction
This report illustrates the tests completed during sea trial conducted on the Semisubmersible Drilling Rig
– West Regel. This report is solely based on my personal understandings and observations made during
the trial.
West Regel, A semisubmersible Drilling Rig which is built by Sembcorp Marine for the client (Sea Drill).
The original sea trial was completed in year 2015 from 27th Oct2015 to 7th Nov 2015 at South China Sea
and accepted by DNVGL and (Previous) Owner. Due to some unforeseen circumstances the owner of the
rig was changed to Transocean. The rig was only reactivated in 2018 for new client (Transocean). Since
the rig was ideal/not operational for a large period of almost 3 years combined with the owners request
SCM had to conduct a reactivation sea trail.
The second sea trails/reactivation sea trail was conducted from 9th Nov 2018 to 17th Nov 2018 at South
China Sea. During this second sea trial, not all tests were carried out whereas only few of the major
system activations/commissioning along with the few tests requested by the new owners were
conducted.
Note: This document does not contain the detail procedure neither the results of the sea trial.

Conduct of Sea Trial
The sea trial program was conducted on a 24 hours per day basis until the entire requested test was
fully completed. SCM representative were on duty on a rotation 12Hr/12Hr basis.

maximum allowed POB for the Rig.
The Final Numbers of Representatives of Owner, Vendor, Class and Builder are decided by Project
Manager and updated with Trial Administrator.

Organization
SCM Shipyard Pvt Ltd (SCM)
Owner of the vessel and overall operating authority.
SCM is in command of the vessel until official handover to Transocean. (See attached Organization Chart
Figure 2)

Det Norske Veritas (DNVGL) is the Certifying authority.
ABB is the vendor of the Main Switchboards & Electrical Generation alternators; Representatives will be
on board throughout the trials period.
Kongsberg (KM) is the vendor of the IAS & controls system, DP system, Navigation system, hardware,
and software Engineers will attend throughout the trials period.
Rolls Royce is the vendor of the Thrusters and Thrusters control systems and will have representatives in
attendance during Performance Test of the trials period. They will be equipped with all necessary
diagnostic tools to analyze system status if required.

Caterpillar is the vendor of the Main Engines for the Generators and will have representatives on board
during the performance testing. They will equip with all necessary diagnostic & programming tools to
analyze and remedy problem with EDG & MDG control including the actuator controller if required.
Jason Electronic is the vendor of Communication Equipment and will provide Engineers for final
commissioning of the Communication Equipment and systems during the Performance Trials.
Sondex is the vendor for Fresh Water Generation Equipment and will provide an Engineer to
Commission the Fresh Water Generators during Ship Performance Trials
Fire Fighting, emergency and helicopter operations support crew is provided by Buyer.
Authorities
Project Manager is in overall charge of the vessel assisted by SCM Master. Two navigating officers will
assist him throughout the trials. The Bridge Organization is in accordance with the MPA regulations and
the ICS Bridge Procedures Guide.
Sea Trial Manager is responsible for the conduct of the Sea Trials and the completion of the Sea Trials
program. He shall liaise with the SCM Master, Project Manager, and Commissioning Manager & Buyer in
relation to the movement and positioning of the vessel to allow the various tests to be carried out.
SCM Commissioning Manager is responsible for the organization of the various commissioning teams
who will carry out the tests and trials and for the conduct of the trials and recording of the trial results.
Trials Administrator is responsible for ensuring that all joining marine personnel are signed on ships
articles and that the record of all joining and departing personnel is kept up to date. All other personnel
shall be considered as supernumeraries. Daily updates of persons on board will be sent to SCM
Personnel Department to satisfy the requirements of the MPA & the SAR (Search and Rescue)
requirements. He will also provide a planning and general administration role during the trials.
A certified Chief Engineer is responsible for watch keeping in the Machinery Spaces. During the initial
phase of the trials, Technicians will assist them in the running of such machinery. The presence of the
Trials Manager and / or Commissioning Manager during any Tests or Trials does not relieve this Engineer
of his watch keeping responsibilities.
A SCM Naval Architect to monitor loading conditions throughout the course of the trials and assist,
where appropriate, in the conduct and recording of vessel performance tests.
Transocean Project Team - Roles & Responsibilities
The roles and responsibilities of Transocean Project Team key personnel are shown below:

The Transocean Project Manager is responsible for administering the SCM contract and for the delivery
of the rig. The Project Manager approves the tests and trials for the vessel, based on the
recommendations of the Transocean Commissioning Manager.
Transocean Commissioning Manager
The Transocean Commissioning Manager is responsible for reviewing, witness and approving all SCM
tests and trials.
Transocean Offshore Installation Manager (OIM)
The OIM is responsible for the safe and efficient operation of the West Rigel and for the direction,
control and leadership of the vessel crew. In the construction period leading up to the delivery of the
vessel from SCM, the OIM also has a line responsibility to assist the Transocean Project Manager and the
Commissioning Manager, as required, in the delivery of the vessel and in the review, development and
execution of the tests and trials.
SAFETY
SCM PROJECT Manager is to make decisions on Safety and Pollution avoidance and will request
assistance from SCM Master, as required,
SCM will ensure that:
1. The Master is properly qualified for command.
2. Fully conversant with the SCM Shipyard Safety Procedures and Emergency Response Plan.
3. Given the necessary support so that the Master’s duties can be performed safely.
4. Suitably qualified and certified personnel for vessel operations man the vessel.
Where required the SCM Permit to Work system & the SCM commissioning supplement will be used to
ensure risk assessments are undertaken for any tasks outside the normal Ships Operations.
Prior to Sea Trials all attendees are required to fill in a form giving personal details such as next of kin
and declaring any medical problems requiring special treatment or medication. In exceptional
circumstances, some persons may be prevented from attending the sea trials. This form will also make it
clear that no alcohol & / or illegal drugs are permitted on board the vessel and that possession
& use of alcohol & / or illegal drugs will merit instant dismissal.
On boarding the vessel, each person are given a boarding card showing their Muster Station, advice on
medical facilities on board in the event of an accident or injury, lifeboat position and general safety
requirements and advice. Prior to departure, a safety message will be broadcast on the PA system to all
areas.

Observations:
1. Overview of rig:
The rig was initially named as West Rigel for the client Sea Drill. Later for the Buyer (Transocean)
It was renamed as Transocean Norge. Principle particulars and the other information of the rig is
as follows.

1. Arrival at site
Since POB (Person On Board) was fixed, some personnel need to get off the rig in order to bring
others onboard.
A supply Boat was standby for escorting personnel to and from shore to RIG. The transfer of
personnel from supply boat to Rig was done by FROG (Personnel Transfer devise).

2. Safety briefing
Upon arrival to the site its mandatory to have the safety briefing is done to get the crew familiar
with safety instructions, Emergency Escape routes, mustering points in case of fire.
I case of Fire, upon captains warning if Crew has to abandon the rig, fire alarm will be sound for
more than 3 times.
All crew has to rush towards Fire Mustering Point. A pre assigned fire wardens will make head
counts for respective lifeboats prior to evacuation. A fire drill is conducted to aware the crew
regarding the procedure.
The instruction in case of MOB (Man Overboard) is shout out Man overboard at least three
times. Through the nearest life buoy and not to leave the site of person till the rescue team
arrives.
Above mentioned are some of primary safety instructions.
3. Allocation of accommodation
Upon finishing the safety briefing crew will be given preassigned rooms.
4. Reporting to manager
Once settled, crew is asked to report to the Sea Trial manager. The manager brief about the
ongoing activities and assigns the tasks as per qualifications and experience.

5. Activities:
1. Ballast Trial
The purpose of ballast trial is to demonstrate that the ballast system is capable of bringing the
rig from
Condition1: Ballasting from transit draft of 11.1 meter to survival draft of 21.5m. After that,
continue ballasting to 23.5 m draft.
Condition 2: De ballasting from Operation draft of 23.5 m to Extreme survival draft 19.5m.
Detailed procedure of this activity is provided in the document: Reactivation trial Procedure
Section 6.3.
Data to be recorded:
During ballast system trial, all data will be recorded at Start, Finish and at 15 minit intervals by
Kongsberg Maritime’s VMS system so as to provide essential information for future operation
purposes.
Minimum data required to be recorded included:
 All tank levels – Main & backups
 All Tanks Volumes-Main & Backups
 Rig Drafts
 Time for Trail Start
 Time for trial finish.

A lead naval architecture will prepare the ballasting / De ballasting plan and corresponding
loading conditions and tank capacities plan.
Challenges faced:
The Difficulties which are most likely to occur during Ballast trials is, unable to open or close the
inlet / outlet valves from signals from Bridge.
In such circumstances crew in charge has to go to the pump rooms to manually activate the
valves.
Another Challenge faced during ballast trial is error in Draft monitoring. The Draft reading
shown by VMS is sometimes prone to Error due to various reasons which may leads to
overfilling the tank. Hence the reading taken by VMS should always be compared with manual
reading to avoid errors.
The draft readings can also be verified using the cameras fitted at different locations.
2. Maneuvering Trial:
For a new built vessel, the complete maneuvering trial consists of various activities viz.






Turning Circle
Zigzag maneuver
Spiral maneuver
Pull out test
Stopping test
Man overboard test
Since the maneuvering trial was successfully completed in year 2015, only certain tests were carried out
as part of Reactivation trial which included:
 Steering trail
Purpose of steering trail is to demonstrate control of the vessel, with and without joystick
control.
Steering trials are to be conducted when vessel is at transit draft. Hence these were carried out
during the vessel’s voyage return from the trial location.
Trial is carried out in following conditions:
 Use AFT thruster 100% and FWD thruster for steering

Emergency stop from Ahead
Purpose of this trial is to demonstrate the vessel’s stopping capabilities in event of emergency
Detailed procedure of this trial is given in the Reactivation sea trial procedure.
The Minimum points to record during the test are as follows:

Figure 10 shows the typical record for Emergency stop trial.
3. E0 Test:
Purpose of the E0 test is to check the endurance of propulsion system and Remote control
system
E0 test requirement:
Engines: 8 X Engines running at 75% of load
Thrusters: 8 X thrusters running at 90% load
Total duration: 6 hours (including maneuvering test).

Remote control system:
The purpose is to test the remote control system at sea to demonstrate stable and controlled
operation of the propulsion system with it necessary auxiliaries over the full operating range.,
and regardless of the type of propulsion. It shall be demonstrated that all necessary
ramping/controller functions are implemented to ensure that any operation of maneuvering
levers do not cause shut down, instability or damage to the propulsion machinery or power
generating units.

Maneuver test
This test includes the following:
 From stop to dead slow ahead. Proceed to dead slow ahead. Before each step increase ,
the rpm of the previous setting shall have reached its steady state condition.
 From approx. 2/3 of full speed ahead, go quickly to half astern. Proceed stepwise to full
astern.
 Stop
 After approx. 5min. stop, start ahead
 When the ship has reached approx. 2/3 of full speed ahead, go quickly to half astern.
 When ship is ’dead in water ‘, go quickly to full ahead
 when the ship has reached approximately 2/3 of full speed ahead, go quickly to dead slow
ahead
 When the rpm is nearly stabilized, go quickly to full ahead.
 When the ship has reached approximately half speed ahead, go to stop and back to dead
slow ahead within 1 second

Following is the check list to be completed before starting the E0 test.

Figure 11 shows the reference speed plot for E0 test.
4. DP Commissioning (CAT):
Purpose of this test is to confirm that dynamics positioning system of Rig is in working condition
and meets the positioning requirements and standards.
The purpose of CAT (Customer Acceptance Test is to verify that the DP/PM system delivered by
Kongsberg Maritime As is according to customer requirements stated in contract and according
to classification society requirements when applicable.
The results from the tests shall be recorded by hand in the INSPECTION AND TEST RECORDS of
the COC. Any remarks to the product or test results can be made on the ITEM DISPOSITION
SHEET of the COC. All COC-pages shall be signed as applicable, and the customer representative
shall sign the front page of the COC at completion of the CAT.
DP & IAS system to be commissioned according to procedure developed by Kongsberg.
This test contains the following activities.

Above mentions tests are carried out continuously and in conjunction with other trials. The Main
Objective of DP Commissioning is to confirm the operation ability of each system component in DP.
The Retailed Report Containing all the results and findings of DP commissioning are to be submitted to
Class and Owner for approval.

5. DP FMECA:
The purpose of this test is to perform failure mode effect and criticality analysis of the dynamics
positioning system.
Overall idea of this test is to check if DP system can work undisrupted if one or more
components in a system are failed.
Because of complete failure of DG#7, the FMECA test was canceled and all parties agreed to re
conduct the FMECA test once the DG#7 is online

Table 2 Shows a Typical Sea Trial Acceptance Form . This form need to be duly signed by all
mentioned parties for each trial activity. Remarks if any need to rectify by the builder in order of
acceptance of the document.
Once the sea trial is over, builder is responsible for the detailed report submission for the owners and
class approval. All the trial reading duly witnessed by class and owner shall be compiled and submitted
for the approval.
Prior to sea trial a complete sea trial procedure need to be prepared and to be submitted for class and
owners review.
Procedure shall be revised according to owners/ class comments and followed during trial.

Conclusion:
In summary of Sea trial Observations/Activity Report, following points are mentioned.
It is Utmost necessary to have overall knowledge of the ship structure.
Personnel in charge should be having enough experience and knowledge in the scope assigned.
Ability to work in 12 hours shifts of more is necessary since most of the operations are continuous
beyond the shift timings.
All personnel should have the bird eye view towards all activities going on during Sea trial. This is
necessary because at certain instances some testing can be carried out at the same time when other testing
is going on.
Having set the Objective as Learning and Exposer, I feel myself that I have accomplished the motive of
Participation (Passive) in Sea Trial program. The overall Philosophy of the Trail is understood and the
knowledge of certain trials (falling under naval Architectural scope) has gained in order to take the direct
responsibilities in future projects.
