RUSSIA Restriction Detail

The following is updated list of States whose citizens are allowed to travel to Russia with tourist visa. All
other state citizens are not allowed to enter, except: Diplomats, Resident Permit Holders, and Military
Students.

New enter rule about UEFA Cup - FAN ID
Due to UEFA Cup taking place in St Petersburg, staring from 12 June 2021, entrance rules to Russia have
been adjusted. Accordingly:
1. Visa free entrance to Russia (all territory) for passengers with FAN ID. But please note that, Passengers
are accepted for entrance to Russia from countries with open borders (from above listed countries only).
2. Previously used FAN IDs will not be accepted for entrance. It has to be re-issued.
3. PCR test requirements will stay valid.
4. Passengers with FAN ID or Electronic FAN ID can enter Russia starting from 00:00 29 MAY 2021 till
23:59 2 JUL 2021 / exit from Russia starting from 00:00 29 MAY 2021 till 23:59 12 JUL 2021.
5. checking of FAN IDs: the airline will check the FAN ID with its office in Moscow before boarding the
passengers.
6. Passenger need to have ticket to one of the matches.
7.Passenger must have stadium ticket per person with Name matching FAN ID approval.
8.Round trip flight ticket is mandatory

From 05 May 2021, all passengers permanently residing in Tanzania, Turkey, Switzerland, Cuba, Egypt,
Maldives, Kazakhstan, Kyrgyzstan, Republic of Korea, Serbia, Japan, Seychelles, Ethiopia,
India, Finland, Armenia, Azerbaijan, Greece, Qatar, Singapore, Sri-Lanka, Germany, Syria, Tajikistan,

Uzbekistan, United Arab Emirates, Vietnam, while traveling to the Russian Federation have to possess a
medical document confirming a negative result of PCR-test for COVID-19 and a residence
permit or other document confirming the right for permanent residence in the above-mentioned countries.
In the absence of these documents, the passenger will be deported.

Afghanistan, Armenia, Belarus, Brazil, United Kingdom (*flights between Moscow and London are
suspended until June 1, 2021), Gibraltar, Greece (*from March 22, 4,000 Russians are allowed in weekly,
not 500, as before), Georgia , Egypt, Jordan (now no quarantine, double testing in force), Kazakhstan, India
(DEL only, no tourists, with limitations), Kenya, Cyprus, Kyrgyzstan, Colombia, Costa Rica, Kosovo, Cuba,
Morocco , Maldives, Mexico, Nauru, United Arab Emirates, Oman, North Macedonia, Seychelles, Serbia
Tanzania (*flights suspended until June 1), Tonga, Tunisia , Turkey (*flights suspended until June 1),
Uzbekistan (so far only accepts tourist groups), Chile, Singapore (with limitations, no tourists), Switzerland,
Sri Lanka , Central African Republic, Equatorial Guinea, Ethiopia, Vietnam (with limitations, for residents, no
tourists), South Korea (tourists with limitations, quarantine 14 days for 100$ per day if required a place to
stay, no visa upon arrival allowance), Japan (with limitations, for residents, no tourists)

Russian Nationals on COVID-19 test Requirement:
In the absence of medical document confirming the negative result of a laboratory test for COVID-19 by
PCR, it will be necessary for the passenger to re-pass the examination for a new coronavirus infection within
three colander days in the Russian Federation. This is concerning regular flights only.

COVID-19 Requirements:
Must provide a medical document (in Russian or English language) confirming the negative result of
laboratory testing of the material on COVID-19 by polymerase chain reaction (PCR), selected no earlier
than three calendars days before arrival on the territory of the Russian Federation. (Regular flights only)
If there is no medical document confirming the negative result of a laboratory test for COVID-19 by
PCR, it will be necessary to re-pass the examination for a new coronavirus infection within three
calendar days in the Russian Federation. (regular flights only)
Should fill 2 copies of each form onboard in advance, requested by the Quarantine control department
and the border control department.
May not be allowed on board without a medical document confirming a negative result of the PCR test
for COVID-19 (by the Airline's decision and only for regular flights).
Russian citizens, arriving from abroad:
Must fill special form on portal of state services of the Russian Federation (https://www.gosuslugi.ru/)
and upload the result of COVID-19 test within 3 calendar days (regular flights only)
Should prior fill 2 copies of each form onboard (please find the forms above)
For all arriving Russian and foreign citizens completed forms are sent to the territorial department of
Rospotrebnadzor at the place of further destination of passengers within a day
When investigating cases of COVID-19, pay attention to the careful collection of material.
