À l’occasion de son 10e anniversaire, le think
tank Bruegel organise, en collaboration avec
l’Observatoire de la compétitivité du ministère
de l’Économie du Luxembourg, une conférencedébat portant sur la récente proposition des cinq
présidents Juncker, Tusk, Dijsselbloem, Draghi
et Schulz de créer un système d’autorités de la
compétitivité indépendantes dans la zone euro.
Cette proposition, formulée à l’origine par Bruegel,
soulève une série de questions qui méritent débat :
Comment définir la compétitivité ? Comment les
autorités de la compétitivité interagissent-elles avec
les politiques monétaires et budgétaires de la zone
euro (semestre européen) ? Quel rôle peuvent-elles
jouer dans les réformes structurelles? Peuvent-elles
réduire les déséquilibres macroéconomiques ?
Comment ces autorités indépendantes sont-elles
censées fonctionner ? Comment assurer la compé­
titivité d’un pays et la compétitivité de l’ensemble
de la zone euro ?

To mark its 10th anniversary, the think tank Bruegel,
in collaboration with the Competitiveness observatory
of Luxembourg’s Ministry of the Economy, organizes
a conference-debate on the recent proposal of
the five Presidents Juncker, Tusk, Dijsselbloem,
Draghi and Schulz of setting up independent
competitiveness authorities in each country of the
euro area.
The proposal, originally developed by Bruegel,
raises a number of issues that are worth discussing:
How to define competitiveness? How do competitiveness boards interact with monetary and fiscal policies
of the euro area (“European semester”)? What role
can they play in structural reforms? Can they reduce
macroeconomic imbalances? How are these new
independent authorities supposed to work? How
to ensure the competitiveness of a country as well
as the competitiveness of the euro area as a whole?
