Born on March 2, 1952. In 1973, graduated from the Higher Political School of the USSR
Ministry of the Interior, in 1981 - from the Military and Political Academy, in 2002 - from the
Financial Academy under the Government of the Russian Federation. Doctor of Law, Professor.
Has a rank of the State Advisor on Justice of the Russian Federation. Military rank - ColonelGeneral.
Né le 2 mars 1952. En 1973, diplômé de l’Ecole politique supérieure du Ministère soviétique de
l’intérieur, en 1981 de l’Académie militaire et politique, en 2002 de l’Académie des finances
sous le gouvernement de la fédération de Russie. Docteur en droit, professeur. Il occupe la
fonction de Conseiller d’Etat pour la Justice de la Fédération de Russie. Grade militaire: Colonel
Général.
In 1990-1993, was a People's Deputy of the RSFSR, Chairman of the Committee of the Russian
Federation Supreme Council on Defense and Security.
De 1990 à 1993, a été membre du Congrès de l’ex-URSS, président du Comité du Conseil
suprême sur la défense et la sécurité de la Fédération de Russie.
In 1993-1998, was at higher state positions: First Deputy of the Security Minister, Director of the
Federal Counter-Intelligence Service, Director of the Federal Security Service, Head of the
Administrative Department of the Government Administration, Minister of Justice, Minister of
the Interior.
Entre 1993 et 1998, il a occupé des hautes fonctions au sein de l’Etat. Premier adjoint au
ministre de la sécurité, directeur du Service fédéral de renseignements, directeur du Service
fédéral de la sécurité, chef du département administratif de l’Administration gouvernementale,
Ministre de la Justice, Ministre de l’Intérieur.

Upon election in December 1999 as a Deputy of the State Duma of the Federal Assembly of the
Russian Federation, headed the Anticorruption Commission.
Dès son élection en décembre 1999 comme député à la Douma d’Etat du Parlement de la
Fédération de Russie il a dirigé la commission anti-corruption.
On April 19, 2000, Mr. Stepashin was appointed by the State Duma of the Federal Assembly of
the Russian Federation as Chairman of the Accounts Chamber.

Fédération de Russie au poste de Président de la Cour des comptes.
In 2002-2005 - President of the European Organization of Supreme Audit Institutions
(EUROSAI).

On 4 February, 2005 he was released from the office by the State Duma, and then was again
appointed Chairman of the Accounts Chamber as advised by the President of the Russian
Federation. Reappointed for the third term in 2011.
Le 4 février 2005, il a été libéré de ses fonctions par la Douma d’Etat et ensuite il a été à
nouveau nommé Président de la Cour des comptes sur recommandation du Président de la
Fédération de Russie. En 2011, M. Stephachin a été reconduit pour un 3ème mandat.
Was awarded with the Order for Outstanding Service to the Motherland of the III degree in 2002
and to the Motherland of the II degree in 2007, with the Order of Fortitude and a number of
medals.
Décoré de l’Ordre du mérite « Pour les services rendus à la Patrie » du 3ème degré en 2002 et
2ème degré en 2007, de l’Ordre du courage et de plusieurs médailles.
