Create DE23 tie-lines from 2030 EU terminal export

Logic:
- CORE gives the 2023 German external tie-lines and line electrical data.
- The 2030 Excel export gives the EU boundary terminal already connected to
the neighbour-side line.
- The script creates/updates the DE-side line and connects it to the same EU
terminal, so the EU boundary terminal has two cubicles:
one from DE and one toward the neighbouring country.
- The script audits the slack terminal XZU_GY11 and reports whether it is
connected to at least one line.
Run:
1. Extract the zip on the PowerFactory PC.
2. Open create_de23_tielines_from_2030_eu_excel_pf.py in PowerFactory.
3. Run first with DRY_RUN = True.
4. Check:
- 00_summary.csv
- 02_skipped.csv
- 03_matched_tielines.csv
- 06_slack_terminal_audit.csv
5. If correct, set DRY_RUN = False and run again.
Important:
The script requires the EU terminal to already have an existing neighbour-side
line. If not, the line is skipped to avoid creating an isolated boundary point.
