AN ADMISSION CAMPAIGN FOR FOREIGN CITIZENS
TO NORTHERN (ARCTIC) FEDERAL UNIVERSITY
On September 15, 2025, an admission campaign for foreign citizens for the 2026/2027 academic year
for studying in the Russian Federation started. The opportunity to become a student is provided free of
charge under a special quota of the Russian Government.
Quota of the Government of the Russian Federation is the number of places allocated to foreign
citizens and stateless persons, including compatriots living abroad, for training in Russian educational
institutions of higher education and secondary vocational education at the expense of federal budget
allocations in accordance with international treaties and federal laws of the Russian Federation (Decree
of the Government of the Russian Federation of December 18, 2020 No. 2150).
Education is funded from the federal budget of the Russian Federation. Admission within the
scholarship makes it possible to study free of charge with scholarship support, regardless of academic
performance.
Submission of applications and selection of candidates within the quota are supervised by the
Representative Offices of Rossotrudnichestvo / Embassy of the Russian Federation in the applicant's
country of residence.
The application is submitted on the portal: https://education-in-russia.com/
Registration deadlines: from September 15, 2025 to December 15, 2025
The selection of candidates for training takes place in two stages:
1. The first stage is carried out by representative offices of Rossotrudnichestvo, Russian embassies and
foreign missions (registration is done at https://education-in-russia.com). Based on the test results, a
list of candidates is formed according to the quota allocated for the country.
2. The second stage of selection is carried out by the Ministry of Science and Higher Education of the
Russian Federation together with Russian universities when considering the dossiers of candidates.
FOR PARTICIPATION IN THE SELECTION TESTS, CANDIDATES NEED:
1. Register on the education-in-russia.com website, fill in personal information and an application;
2. Attach electronic copies of documents to the application. Copies are downloaded strictly in PDF
format, scanned from the original document. Each uploaded file must have its own name. For example,
Passport, Certificate with transcript, Diploma with transcript, Certificate from the university (the list
of required documents is given below).
3. Print the completed application form, put the current date and signature, scan all the pages of the
application form into one PDF file and upload it to the system. Forms without a date and signatures are
not accepted.
4. After uploading all the necessary documents to your personal account, send an application for
verification, after which your status will change from Draft” to “On verification in RFI (“RFI
means a Russian foreign institution).
5. Applications in the “Draft” status are not accepted for consideration.
6. Check the application in your personal account periodically. If the application is returned for
“Revision”, then make changes and re-transfer the application to the state On verification in the RFI.
Candidates can participate in the selection for training in one field of study/specialty within the same
level of education: bachelor`s/specialist's; master`s; PhD.
Candidates who have not fully formed a personal account on the education-in-russia.com website will
be denied participation in the selection tests.

LIST OF REQUIRED DOCUMENTS:
Download and print Consent to the processing of personal data, put actual date and signature, scan all
pages of the application into one PDF file and upload to the system. Undated consent and signatures
will not be accepted. It is enough to print the first three pages of consent in Russian.
Passport with a residence permit (color scanned copy of the original). For persons under 16 years of
age, a birth certificate and a certificate of residence; in case of dual citizenship, both passports must be
provided;
Photo 3x4 (like in a passport), amateur photos are not allowed;
Document of previous education:
- for students in final grade - an extract from the report card for the entire period of study in previous
grade;
- for those who graduated from school - a certificate with grades in Russian;
- for students in secondary specialized and higher educational institutions - an extract-transcript
(academic certificate) or a scanned copy of the grade book (all pages) with grades for the entire period
of study, in Russian;
- for graduates of higher educational institutions - a diploma with grades in Russian.
Documents on education must be certified by the signature of the director (rector) or other authorized
person and the seal of the educational institution. For diplomas of most countries, legalization of the
final document on education and its annex is required!
Individual achievements (if any) in various fields for all levels of education (education - Olympiads;
science - participation in conferences, symposiums, advanced training courses, patents, etc.; sports;
creativity; volunteering activities, participation in events of Russian Houses, etc.), documented
(diplomas, certificates, patents, letters of thanks, etc.);
Abstract in Russian (only for PhD programmes). The topic of the abstract should correspond to the
chosen direction in the training programs for scientific and pedagogical personnel. The abstract must
contain:
title page (full name; topic; area of specialization; degree for which the applicant is applying; city
and year);
extended annotation;
main part;
findings;
a list of scientific publications of the author on the topic of work. Volume: no more than 10 pages;
For master's and postgraduate studies - published scientific papers (if available): articles,
methodological guides, books, etc.:
Make a list of published scientific papers in chronological order in MS WORD format. The list should
contain: at the top - full name, registration number from the system, then in the tabular version No. p /
p, journal name, topic (title) of the article, date of publication, author / co-author. Print, date and sign
at the bottom. Save PDF file and download.
The scientific papers themselves, even if there are several of them, are combined into one PDF-file (the
design of the scan of the publication: the title page of the journal, the output of the journal (highlight
the full name and article with a marker), only your article). If the article is written in a foreign language,
then a translation into Russian is required. Everything is scanned and combined into one PDF file
(original + translation);
Candidates entering the Master's, Residency, Postgraduate study programs and currently studying at
universities in your country on a budgetary basis must attach a certificate from the place of study
confirming the consent of the university to issue a diploma to the candidate to continue their studies
within the quota;
Candidates studying at universities in your country on a contractual basis must provide a certificate
from the university confirming training on a contractual basis;
A letter of recommendation (if any) from NArFU - for applicants to the master's and postgraduate
studies, as well as to the creative specialties of the bachelor's and specialist's programs.

If the documents are certificates with an attachment, diplomas with an attachment, certificates from a
school or university, certificates, etc. - issued only in a foreign language, then it is necessary to
translate them into Russian by a notary. The translation must be uploaded as one file with a copy of
the original document.
If the document is issued in a foreign language and is duplicated into Russian, then there is no need
to translate it.
Medical certificates:
Applicants need to upload a copy of the medical certificate containing a comprehensive assessment
of the candidate’s health, as well as copies of medical certificates confirming the absence of hepatitis
B, C, tuberculosis and a copy of the certificate of the absence of HIV infection with translation
(without notarization).
Important! The size of the attached document should not exceed 5MB.
For the correct loading of documents into the information system, it is recommended to provide files
in PDF format (Adobe Acrobat Reader (https://get.adobe.com/ru/reader/)).
When registering on the portal, you must use the Yandex and Mail.ru mail services. Google, Yahoo
and icloud email services are temporarily unavailable.
